No IPPC Stamp, Five Days Stuck in Jeddah

Two containers of a client got held at Jeddah port for five days in the first week of October. The invoice was fine. The SABER certificate was fine. What tripped it was a missing IPPC heat-treatment stamp on the pallet sides.

Wood packaging means solid-wood pallets, dunnage and crates. Gulf customs follow ISPM 15: heat treatment or methyl bromide fumigation, plus the IPPC mark. Saudi and Egypt check hardest. The UAE is looser, but it depends on the officer on shift.

I ran the numbers. A 40ft container runs about $80-150 a day in storage, plus rescheduled trucking and warehouse slot fees. Five days easily burns $600-900. A compliant HT pallet costs only ¥30-60 more than a plain one at the factory. A full container takes 20-24 pallets, so under ¥1500 extra. That math is not hard. October is peak restocking, so the port is slow anyway - a hold that clears in two days in June now runs five to seven.

Here is the dead end nobody mentions: fumigation has to happen before loading at origin. Once the box is in Jeddah, you either re-export it or wait for in-port treatment, which almost never lands on schedule.

One trap: plywood, particleboard and paper pallets need no fumigation. Plenty of sellers pay for it anyway. The reverse also bites - a second-hand pallet with a valid stamp still gets rejected if there is mould or bark left on the wood.

My experience comes down to three things. First, ask your supplier to photograph the pallet stamp before loading, not just the cartons. Second, write "wood packaging: heat treated, ISPM 15 compliant" on the packing list. Third, LCL is riskier than FCL, because pallets arrive from different sellers - get your forwarder to re-pallet the lot.
