Last week a Shenzhen seller's container sat at Dammam port for six days. It wasn't a duty issue. The manifest data landed 11 hours after the vessel did.
Since late August, Saudi's Fasah platform and several UAE ports have tightened the pre-declaration window. A rough heads-up before loading used to be enough. Now the full manifest must be filed 24 hours before departure from the origin port. Miss that window and the system simply won't issue a clearance number.
It's a straight trade: time for visibility. Customs wants to screen risk earlier, so sellers hand over data earlier. From what I hear, Jeddah, Dammam and Jebel Ali are all running this logic now.
Three fields trip up most shipments: HS code, consignee phone number, and invoice value. If any of them disagrees with the commercial invoice, the entry gets auto-suspended. Manual review then takes 24 to 48 hours.
My experience is blunt. Don't let your forwarder promise to fix it on arrival. Send complete data three days ahead and have it filed at origin. That buffer is far cheaper than USD 150 to 300 a day in port storage.
Air freight is in scope too. Plenty of sellers still assume advance filing is sea-only. In reality, Dubai's air pre-declaration has been tightening since September as well. Small express parcels slide through more easily. LCL and B2B cargo is where the holds pile up.
One more detail worth knowing: the 24-hour clock runs from origin departure, not from arrival. A delayed sailing actually buys you room, while a fast vessel can catch you out. If your booking changes, recheck the filing timestamp.
So what do you actually do? Lock the final invoice at booking, not while the container is being stuffed. Every amendment means resubmitting the whole data set, and the clock restarts.
Same with the phone number. Invoice, waybill and customs file have to match. Sounds trivial until one wrong digit parks a pallet for two days.
