Saudi Warranty Replacement Shipments: Free Does Not Mean Duty-Free

2026-10

Last week a seller's 400-unit warranty swap of earbuds sat 19 days at Riyadh dry port. The invoice said “free of charge, value 0”. Customs valued it at retail price for the same model, then added 5% duty and 15% VAT. The bill came out bigger than the goods.

This happens every month. I estimate Gulf electronics return rates at 6–12%, so warranty replacement is unavoidable. Plenty of sellers still believe “free” means “duty-free”.

Customs looks at the transaction value of the goods, not at how much you collected. A zero declaration reads as no declaration at all. As far as I know, Saudi Arabia is strict on used and refurbished consumer electronics: one “used” on the invoice and you are heading for a physical inspection and a lab referral.

Three steps, in my experience. Drop “used” and write “refurbished, for warranty replacement, not for resale”. Attach an RMA list with original serial numbers, the earlier import declaration number and the warranty terms. Declare a value you can defend, usually 20–35% of the new FOB price. Never zero.

One more detail: split batches beat big ones. Above 300 units, the odds of a lab referral climb fast. At 8ship we now consolidate RMAs monthly and fly 80–120 units at a time, roughly USD 4.5–6.5 per kilo. Cheaper than parking one large shipment.

What if it is already held? Don't rush to reissue the invoice. Work out first whether it is a paperwork problem or a goods-classification problem. Paperwork clears in 3–5 days. The classification route runs through SASO/SABER conformity and takes two weeks plus. Pick the wrong lane and the cargo just sits.

And a quiet one: if you clear warranty units under a grey DDP arrangement, the importer of record is somebody else. Returns, claims and tax reconciliation later have nobody to point at. Is saving that freight really worth it?
