Saudi VAT Registration Mandatory for Cross-Border Sellers

Last week, a Shenzhen seller called me frantically. $80,000 worth of goods stuck at Jeddah port. Not a product issue—he hadn't registered for Saudi VAT. As of June 1, 2026, Saudi ZATCA mandates that all cross-border sellers with annual sales exceeding SAR 100,000 must register for VAT themselves. You can no longer rely on courier companies to do it for you. Frankly, most Chinese sellers are still unaware.

The consequence is straightforward: customs holds your cargo until you pay the VAT (5%) plus fines. Based on my observation, the penalty is at least twice the tax amount. One container could cost you an extra 10,000–20,000 RMB. Worse, the release process takes 3–5 weeks. Peak season? Game over.

My advice: go to the ZATCA portal immediately. You’ll need a business license, bank account, and a power of attorney. Expect your tax ID in about 10 business days. After that, every invoice you issue must include your VAT ID and the VAT amount. Otherwise, the goods will be stopped again. Don’t be tempted to use cheap agents; registering yourself costs only a few hundred RMB for translation.

For clearance, once you have a VAT number, opt for formal clearance rather than express channels—express now also requires a tax ID. Send your VAT certificate and invoices to your freight forwarder before shipping. Example: a Hangzhou client registered and shipped via sea—cleared in 2 days, faster than before.

Also, UAE customs has changed too. Since May 2026, all DDP shipments must provide real invoices and bank transfer proof to combat under-declaration. If your declared price is 30% lower than market value for similar goods, the shipment gets returned. Say you sell phone cases—declaring $0.5 per unit will trigger a valuation challenge. Keep your declared price at least 70% of the market rate and keep payment screenshots.

What I’m trying to say is: compliance in the Middle East is no longer an option. In late 2026, Saudi will require e-invoicing for e-commerce. Without VAT registration, you simply can’t operate. Are you ready?
