A seller asked me last week: my stock sits in a Jebel Ali free zone warehouse, can I ship it straight to a client in Abu Dhabi? Yes. But that is the moment the goods actually get imported.
People treat free zones as tax-free storage. They are not. A free zone is just a buffer where customs duty has not been triggered yet. Move cargo from the FZ into the UAE mainland and the 5% duty plus 5% VAT still apply. You only delayed the clock.
Cross-emirate is not cross-border. Goods cleared in Dubai travel to Sharjah or Abu Dhabi with no second declaration. Same in reverse.
The pain is the exit declaration. Electronic seals are standard now, and the seal number, transfer note and plate number have to match. One wrong field and the driver sits at the gate. I have seen six-hour waits.
Port choice matters too. Jebel Ali runs 5 to 8 percent inspection in a normal week, higher in Q4. Hamriyah in Sharjah is quicker, 1 to 2 days. Khalifa Port in Abu Dhabi is stricter, 2 to 4 days. For urgent restocks we route through Sharjah, where 8ship runs enough departures to keep it moving.
One more trap: an FZ company invoicing a mainland buyer must show a TRN. If the buyer is not VAT registered, someone still eats that 5%.
Practical move before peak: split the inventory. Keep one batch in the FZ, push one batch into a mainland warehouse early. Declare the exit in one go. Every exit event carries a fixed cost, so do not dribble it out.
And do not park stock in the FZ forever. Past six months, customs may ask for stock-age documentation at exit.
Are you clearing in one batch, or as orders come?
