The last week of September, a client's container came back to us. 480 robot vacuums that didn't sell through the Saudi National Day promo. Their first instinct was to ship everything back to Shenzhen.
Run the numbers. A 20GP from Jebel Ali back to Yantian starts around USD 1,400, plus palletizing, export clearance and China import handling. That's roughly USD 4 per unit, one way. Repair, relabel, and another USD 4 to send it back out. Over USD 8 per unit on a product retailing at USD 120. Nobody survives that.
There's another route, and it's been sitting there for years: bonded rework inside JAFZA.
If the goods never enter UAE customs territory, there's no 5% VAT and no 5% duty. You open, swap parts, refurbish, repack, apply Arabic labels, then re-export to Saudi or move it B2B locally. At our partner facility in JAFZA, rework orders this year are up roughly 40% year on year. Small batches were queuing 7 to 10 days.
On cost: bonded storage runs about AED 40 per pallet per month, labor AED 18 to 30 per unit depending on complexity. Against full unit repatriation, you save 60 to 80%.
Three things you cannot skip.
Serial numbers. Every unit entering the zone needs an IMEI or SN ledger, and outbound has to reconcile with inbound. Dubai Customs and ZATCA share data now. Mismatches trigger hard audits.
SABER and G-Mark. If rework changes the model or a critical component, the original certificate dies. Re-certification runs 4 to 6 weeks and several thousand SAR. Swapping the shell doesn't make it a new product.
Reason codes. "Customer not satisfied" won't fly. Write it down: swollen battery, screen scratches, missing accessories. That's the basis for your declared value.
My rule of thumb: unit price under USD 150 and more than 200 returns, bonded rework wins. High-value precision instruments go back to the factory.
Honestly, the hard part isn't logistics. It's compliance. People treat a free zone like a legal vacuum. It isn't.
So how are you handling your Middle East returns right now — still loading them onto a container?
